For Annual Financial Audit and Form 990

 

Background

Louisiana CASA, a 501(c)(3) nonprofit organization, is the statewide association for the 17 local CASA programs serving 61 parishes. We work to connect each part of the CASA community and empower the local programs to perform at their highest level. At the local level, the programs recruit, train and supervise Court Appointed Special Advocate (CASA) volunteers to advocate for children involved in the child welfare system and improve their well-being. At the state level, Louisiana CASA provides support, training, and services to help the local programs operate effectively.

Louisiana CASA is soliciting requests for proposals the following scope of services:

 

Scope of Services

Vendors shall provide a scope of work and project proposal in accordance with the information provided in this request. The Proposal must include the following elements:

  • Performance of an annual financial audit for the year June 30, 2022. Audit, conducted in accordance with the Government Auditing Standards, of the financial statements of Louisiana CASA Association which comprise the statement of financial position as of June 30, 2022, the related statements of activities and cash flows for the year then ended and the related notes to the financial statements.  The objective of the audit is the expression of an opinion as to whether Louisiana CASA Association’s financial statements are fairly presented, in all material respects, and in conformity with U.S. generally accepted accounting principles.

  • A written report upon completion of the audit to be filed with the Louisiana Legislative Auditor

  • Completion and filing of the Form 990 with the Internal Revenue Service

 

Timeline

July 2022 – October 2022

 

Qualifications

Louisiana CASA Association seeks a certified public accountant approved by the Louisiana Legislative Auditor who is qualified to perform audit, review and/or compilation/attestation engagements of governmental and quasi-public entities. Experience with and demonstrated understanding of the structure and purpose of non-profit organizations is preferred.

 

Submittal Requirements:

Proposals are to be emailed to admin@louisianacasa.org and will be accepted until 12:00 PM Central Standard Time on July 8, 2022. Submissions received after this date and time may not be considered.  

 

Please include the following information in your proposal:

  • Your approach to the audit process

  • A summary of your audit experience

  • Identify specific nonprofit sectors in which you have conducted audit services

  • Three Client references

  • Sample project timeline with major tasks and milestones

  • Detailed project budget

  • Sample project plan

  • Identification of those on your team who will be involved with the project which should include their role and experience

 

Proprietary Proposal Material:

Any proprietary information revealed in the proposal should, therefore, be clearly identified as such.

 

Evaluation Criteria:

Evaluations will be based on the criteria listed below:

  • Depth of knowledge of nonprofit audit and 990 requirements

  • Ability of respondent to deliver an accurate and legitimate product

  • Previous experience with similar projects

  • Depth of knowledge of the CASA structure and services.

  • Completeness of proposal.

  • Any other items that Louisiana CASA Association deems appropriate

The estimated fee proposal will be a factor in the final selection only after the most qualified firms have been identified. The Consultant will submit the firm's rate schedule for services offered.

Contract Negotiation:

Louisiana CASA Association reserves the right to negotiate all elements of the submittals, proposals, terms and conditions, and/or scope of work as part of the contract negotiation process prior to any formal authorization of the Contract.
