Celebrating CASA Excellence Across Louisiana: 2026 Awards of Excellence Winners

Each year, Louisiana CASA honors extraordinary individuals who go above and beyond in support of children in foster care through our Awards of Excellence. These statewide awards recognize the advocates, staff, board members, judges, legislators, and DCFS partners who exemplify CASA’s mission in action. Nominated by local CASA programs across Louisiana, the recipients are selected for their leadership, compassion, and unwavering dedication to the children and families we serve.
We are proud to introduce the 2026 Awards of Excellence winners, each one a true champion for children.
Advocate of the Year: James Barse

Honoring a CASA volunteer who has demonstrated exceptional advocacy, dedication, and compassion in serving children in foster care.
A dedicated advocate since 2010, James Barse is known for his compassionate persistence, clear communication, and strong relationships with the children his serves. His ability to connect with youth and professionals alike makes him a vital part of CASA Jefferson.
Heart of Advocacy: Ja'Nika Stanley

Honoring a CASA-served former foster youth who has risen above difficult circumstances to build a hopeful and healthy future.
Through every challenge, Ja'Nika has continued to rise, inspire others, and advocate for children who deserve the same love and support she received. The support Capital Area CASA poured into Ja’Nika’s life is a powerful example of what every child in foster care deserves.
Director of the Year: Keri Foust

Celebrating an executive director who has shown strong leadership, innovation, and support for both volunteers and staff.
Keri's leadership has revitalized CASA of Northeast Louisiana (NELA) through improved volunteer growth and an organizational culture built on respect and support. Her strategic mindset and inclusive leadership style have had a lasting impact on her team and the community.
Staff Member of the Year: Beth Wilcox

Honoring a CASA staff member whose dedication and service have significantly contributed to the program’s success.
With warmth, wisdom, and a fierce dedication to children, Beth Wilcox is a cornerstone of her CASA program, CASA of West CenLA. She mentors volunteers, supports children and families, and handles challenging situations with calm and clarity, all while making everyone feel supported.
Board Member of the Year: Kathy Mitton

Acknowledging a board member who has gone above and beyond in their service to their local CASA program through governance, fundraising, and outreach.
Kathy's leadership on Volunteer for Youth Justice's board has brought innovation, increased funding and volunteer retention, and deep community connections. Her recruitment guidance and hands-on involvement exemplify board excellence.
Judge of the Year: Judge J. Kevin Kimball

Recognizing a judge who actively supports CASA’s mission and prioritizes the best interests of children in the courtroom.
Judge Kimball fosters a child-centered courtroom where CASA volunteers are valued members of the team. His fair, compassionate approach and respect for everyone involved make him an inspiring leader in child welfare. He has made a significant impact on the children served by CASA of the 18th JDC.
DCFS Staff Member of the Year: Precious Mouton

Recognizing a Department of Children and Family Services staff member who collaborates closely with CASA and is a strong advocate for child welfare.
A fearless and collaborative child welfare professional, Precious Mouton works hand-in-hand with CASA of SoLA to ensure the best outcomes for children. Her openness, professionalism, and unwavering courage make her a vital partner in the system.
Legislator of the Year: Senator Gerald Boudreaux

Recognizing a legislator who has demonstrated outstanding commitment to child welfare and advocacy on behalf of youth in foster care.
Representing the CASA of St. Landry-Evangeline and CASA of SoLA area, Senator Boudreaux has been a true champion for children and families, consistently using his voice and leadership to advocate for stronger communities and brighter futures for those we serve.
These individuals represent the heart of CASA’s mission, advocating for safe, permanent homes and brighter futures for Louisiana’s children. Their dedication uplifts not just the children they serve, but the volunteers, staff, and communities around them.
We thank and celebrate the 2026 honorees for their leadership and service.
