2025 Legislator of the Year: Barbara Freiberg

Louisiana CASA is proud to honor Representative Barbara Freiberg as the 2025 Legislator of the Year. Her unwavering commitment to improving the lives of children in foster care—demonstrated through visionary legislation and a deep partnership with CASA—makes her a deserving recipient of this recognition.


Representative Freiberg's dedication came to life most recently through her work on House Bill 905, a landmark piece of legislation creating a two-year pilot program that allows jurors in the 19th Judicial District Court to donate their per diem to CASA. This innovative program offers a new funding avenue for CASA, allowing community members to actively support advocacy efforts for children in foster care.


Her leadership and collaboration with CASA leaders, including Louisiana CASA Executive Director Amanda Moody and Capital Area CASA Executive Director Allison Traxler, were instrumental in bringing this bill to life. Representative Freiberg worked closely with the CASA network, listening to the needs of those on the ground and ensuring the legislation would make a meaningful impact.


"Representative Freiberg’s commitment to ensuring CASA has the resources to advocate for children is truly commendable," said Traxler. "Her leadership will have a lasting, positive effect on the children we serve."


In addition to the creation of a new funding stream, House Bill 905 enhances community involvement in child welfare. Jurors now have a unique and direct way to support CASA’s mission—a reflection of Representative Freiberg’s belief that everyone can play a role in improving outcomes for children in foster care.
